Does it need one person's login?
No. A service account can run unattended so it does not depend on one login.
How often can a product update?
Google caps products at two updates per day. Price and stock use cheaper supplemental feeds.
Can I limit which modules use it?
Yes. Admins choose which modules may send to or receive from Merchant Center.
